Reject Proposed FBI Guidelines Allowing Racial Profiling I am writing today to express my concern about reports that the FBI is considering new guidelines that explicitly allow for the use of race, ethnicity, and religion in constructing "terrorist profiles" that would allow for the investigation without cause of millions of Arab and Muslim Americans.
Throughout the history of the United States, and certainly within the last decade, the use of racial profiling has damaged communities and destroyed lives. FBI and Department of Justice officials have even denounced the use of racial profiling. Nevertheless, these reports clearly indicate that the use of profiling is slated to become not only an unwritten practice - but a written policy that openly allows for the targeting of Americans based on their race, ethnicity and religion.
Such guidelines are unconstitutional and unacceptable, and as the Attorney General, it is your responsibility to reject any such proposed guidelines, and any policy that permits or encourages the use of racial profiling. Furthermore, it is your responsibility to thoroughly investigate any and all uses of racial profiling, and create an environment of "zero tolerance" for racial profiling - including consequences for those who violate prohibitions against
profiling.
